Set out or reaffirm your Council's policy rejecting fluoridation
Each Council, Institute and Union needs to establish a clear formal policy of rejecting attempts by the unelected Health Sector to impose fluoridation in their area of administration or professional interests. UKCAF will provide specialist speakers and clear information on the risks of fluoride poisoning to their employees, their members and their families and the general public. We ask that you keep UKCAF up to date with your policy and actions, so that we can ensure that all Members are aware of what others are doing and how they progress.
Devise a joint policy with neighbouring Member Councils, to reject fluoridation
Strategic Health Authorities have the power to order new fluoridation schemes, and their areas cover more than that of any individual Council. So Councils and others working within areas covered by the regional SHA should link up through UKCAF, so that we can present a united opposition to regional initiatives.
Inform the Strategic Health Authority of your refusal
Recording an anti-fluoridation policy is the first step in defeating the practice. Once it is in place, formally warn the SHA that your Council, Professional Institution or Union will not tolerate any attempt to impose fluoridation, and will take legal action to declare it unlawful. Download our legal analysis (Resources/Law page) and get your legal advisers to confirm its validity. Then initiate a joint action with fellow Members to challenge the SHA through the Courts.
Inform the Water Company of your refusal
Water Companies that do not yet fluoridate are aware of the legal obstacles to fluoridation. They know that any decision to comply with a SHA order will be very unpopular, and dramatically affect their shareholders' views and concerns. Those already fluoridating are legally in a very hazardous position, and do not wish to incur liability for medical damages to their customers. Formally send them the same message of rejection and warn them of your proposed response should they engage in further fluoridation projects at the demand of the SHAs.
Lobby your MP and ensure that he/she is aware of your Council's rejection
The legal authority for fluoridation is extremely uncertain, due to its incompatibility with existing legislation in both the UK and European frameworks. This makes it subject to Judicial Review in the UK, and to scrutiny by the European Court of Justice. You should therefore inform your local MPs and MEPs that your will not tolerate any attempts to impose fluoridation, and will support whatever moves may be appropriate to ensure that it is declared unlawful in UK and European Courts.
Take direct action against fluoridation advocates
Claiming that any consumer product has medicinal properties is a criminal offence if that product does not have a medicinal marketing authorisation. Since the Regulator has refused to recognise fluoridated water as a medicinal product, any person (and especially a health professional) advocating the use of fluoridated water to prevent tooth decay should be reported to your local Trading Standards Officers, and wherever possible brought before a Court to stand trial. Water is a food, and 'medicinal waters' are excluded from regulation under the Water Quality Regulations, so Trading Officers are the relevant officials authorised to take action under the Food Safety legislation.
Collaborate in a programme of information sharing and public awareness
Fluorosis Awareness Campaign
The public has been subject to a saturation programme of pro-fluoride propaganda, backed by Central Government. It also has the tacit support of the pharmaceutical industry, which relies heavily on the reputation of fluoride added to toothpastes and related medical products to sell its fluoridated products. UKCAF plans to prepare unbiased and reliable Information Packs for Councils, Professional Institutions and Unions, providing a factual foundation for rational decision-making.
We plan also to run a 'Fluorosis Awareness' Campaign as soon as possible, in which our Members will play a key role in disseminating information to the public and media. We need to ensure that all are aware of the threat to public health posed by this formerly rare condition and the increasing levels of environmental contamination by fluoride.
Demand an account of your local PCT's evidence for its support of fluoridation
Many Primary Care Trusts have already been persuaded by fluoridation proponents to embrace water fluoridation. In the process, we consider that they have violated their legal Duty of Care to protect the public from unlawful medicines. Local Authorities should demand an audit of the expenditure of PCTs on their fluoridation-related activities, through their Health Scrutiny Panels and Committees. We know that at least 66 PCTs are Members of the National Alliance for Equity in Dental Health, which has declared its support for the practice. Others almost certainly have adopted a similar commitment, and Councils should demand information on the fluoridation policy of their local PCTs immediately.
Professional Institutions and Unions - protect your members in the water industry
Professionals working in the Water and Environment Industry, the Health Sector, and Members of relevant Unions and their Executives, should consider their own and their Members' legal position in complying with an order to fluoridate, or in collaborating with any water company that accepts the order of a SHA to fluoridate their product. They also should demand an account of the actions and resolutions of the PCTs and SHAs engaged in considering imposing fluoridation, and where necessary advise their members on appropriate actions to avoid liability for actions against their employers, and possibly themselves, from the public.
Review all public spending on pro-fluoridation activities
UKCAF has exposed the diversion of NHS funding by PCTs to support the questionable activities of the North West Fluoridation Evaluation Group. This Group is attempting to prepare a 'Feasibility Study' on fluoridating parts, or even all, of the North West region. Councils and others should report any diversion of NHS funding for such purposes to UKCAF, so that we can investigate what activities are currently under way or planned, who is responsible, where the funding is coming from, and what their programme's Terms of Reference are. We will publish all such information for public consideration.
Work with your local media to help the public become aware of your Council's rejection
The public has been seriously misled by pro-fluoridation propaganda, and the media have become bored with yet more stories about the issues involved. By making the rejection of fluoridation by your Council etc., a national issue, supported by Local Authorities, Professional Institutions and Unions across the country, we can raise a much higher profile challenge and raise public awareness in all forms of the media. Members should therefore inform the media of their own concerns and activities, and of UKCAF's role in integrating resistance, so that the public will become more aware of the severe risks that their children face if they accept the pro-fluoridation propaganda that many have been persuaded to believe to be true.
